Who Is a Notary Public?

A Notary Public is an appointed official who notarises or authenticates documents for use outside Singapore. Notarised documents are typically required to conduct business overseas or for applications to overseas organisations.

Once verified by the Notary Public, a Notarial Certificate is issued. This is a compulsory certification to the receiving overseas organisation that the documents have been properly authenticated. The Notarial Certificate contains a QR Code allowing the overseas organisation to verify the Notary Public's appointment and the authenticity of the notarial act.

The role of a Notary Public includes administering oaths and affirmations, witnessing the execution of documents, certifying true copies, and verifying identities.

Who Is a Commissioner for Oaths?

A Commissioner for Oaths is an official appointed by the Singapore Academy of Law to administer oaths for local use. Documents such as Statutory Declarations and Affidavits to be submitted to Singapore Courts must be signed in the presence of a Commissioner for Oaths.

The Notarial Process

01

Identity Verification

The Notary Public verifies the identities of all signing parties and ensures they understand the document contents and are signing voluntarily.

02

Witnessing of Signatures

After identity verification, the Notary Public witnesses the signing of the document.

03

Certification of True Copies

For true copy certification, the Notary Public compares the original with the copy to confirm they are identical before certifying.

04

Notarial Certificate & Seal

A compulsory notarial certificate bearing the Notary Public's signature, stamp, and seal is issued with every notarised document.

05

SAL Authentication

All notarised documents must be submitted to the Singapore Academy of Law (SAL) for further authentication and issuance of an Apostille Certificate.

06

Embassy Verification (if applicable)

Certain documents may also require verification by the relevant Embassy, Consulate, or High Commission of the receiving country.
